AIFPTO UPDATE ON AICTE PAY REVISION

 

Dear friends,
On 2rd October, Sri Y. Narsaiah Goud, Treasurer, AIFPTO contacted the Hon'ble Minister at Hyderabad. He was informed that the issue is already under examination of MHRD and if something is serious, then she asked the Federation to send FAX or email. The email was sent to her office immediately by Sri N. Chandra Shekhar, General Secreatry, AIFPTO. This letter was handed over to the Hon'ble Minister by her PA on 3rd October at New Delhi.

Meanwhile, the Federation has decided to intensify its struggle and decided to send representations to all MHRD officials by the States Associations on 5th October. The letter was sent by email to all the States Associations.
The Federation thanks the respective State Polytechnic Teachers' Associations for immediately responding to the request of the Federation and sending FAXes to the Hon'ble MOS for HRD, Secretary, Addl. Secertary, & Director(TC). As per the information received, the states of AP, Delhi, Chandigarh, Haryana, Himachal Pradesh, J & K, Madhya Pradesh, Maharashtra, Puducherry, Rajasthan and Tamil Nadu
have sent the FAX letters. The Federation representatives which include AGOTE office bearers have appraised the issue to the PS to MOS, HRD. The PS will have discussions with Secretary, MHRD tomorrow on the issue. Let us hope for the best. Please do no post any fake or wrong news on this hub. It will hurt the sentiments of the Polytechnic teachers across the country.

Experience is the only criteria for better teacher wheather he is qualified degree or diploma and so the time bound promotions does exit everywhere the claim that having degree does not qualify as good teacher in the time of crisis the diploma holers have worked as lecturere and produced very good and excelent Engineers,remember Sir.M V vishveshwaraih is also a LCE equalment to diploma so the demand for better pay by technical staff at diploma level is to be justified and must honour Ateacher is teacher wheather he teaches practical or theory so dear minister donot differtiate the Technical teachers the Aicte does exit earlier and must be continued...........

Getting 80% budget and pay band 4 for polytechnic teachers is a very older news.It appears MHRD remembers only IITs and IIMs.IIT pass outs are serving the U.S. And Indian Industries are run by Diploma holders. Engg.Degree holders lack practical applicability and memorise only theory without Industrial applications.What required is direct action. AIFPTO should decide to protest against undue delay of implementation for polytechnic teachers.

Nation wide uniform agitation is needed to refresh the fact of 6th pay commission.

The teachers of technical institutes in Delhi are still waiting for a revision of their salaries in accordance to the Sixth Pay Commission review.

Faculty members of institutes under the Delhi government ¿ such as Netaji Subhash Institute of Technology, Ambedkar Technical Institute and GB Pant Institute of Technology, etc ¿ have yet to benefit from the Sixth Pay Commission's review.

In states like Rajasthan, meanwhile, the revision has been implemented, the faculty members claim.

According to sources, the reason for the delay is while the University Grants Commission and the National Knowledge Commission (NKC) recognise the distinction between polytechnic colleges and engineering colleges, the Delhi government has not maintained the demarcation, which has led to confusion.

On NKC website, the link to Delhi government educational institutes shows polytechnic colleges and Industrial Training Institutes (ITI) (that normally come under Vocational Education) as part of Training and Technical Education — along with engineering colleges offering full-time B.Tech courses.

Dr Ashok Mittal and Dr R K Sharma from the Ambedkar Technical Institute, affiliated to Guru Gobind Singh Indraprastha University, said, "We were inducted through UPSC and we haven't seen any rise in our scale after the Fifth Pay review."

The non-teaching staff of these institutes, meanwhile, has already seen a significant rise in their salary.

In U.S. and Europe Polytechnics are better than our IITS. Professors often visit the Polytechnics to have on hand experiences and share research and other related informations with polytechnic teachers. In India flow of information and faculty from IIT/IISc to Polytechnics is zero. Our people draw satisfaction from maintaining the difference in negative way also. Dr.Govardhan Mehta has failed in addressing real issues pertaining to Polytechnics.

does designation like assistant professor, associate professor are eligible for higher pay scales? in qualification ,knowledge level, job responsibilities polytechnic teachers are equally competent.if poly. level ia assumed to be inferior to degree level it will be similar as assumeing children specialist doctor less imp. than other doctors!so mr.minister please don't compare us on working levels but consider our qualifications &experiace.actually,teachig poly. sudent is difficult than degree student for obvious reasons.

.......if you are Er. calculate the net financial loss till date,and think about...how much loss you would book if your arrier have been made notional. so forget about about AICTE,... talk about state recommendation, and go for it. otherwise accept AICTE as it is (What they are serving).

Dear friends, Dt. 16-11-2009

On the representation of AIFPTO to rectify the possible anomalies in the Prof. Goverdhan Mehta Committee Report for Polytechnic teachers, including the possible denial of the crucial PB 4, the MHRD has assigned the task to the Committee constituted for the implementation of MHRD recommendations for Engg. College teachers.

The Committee is headed by Dr. Vijay Khole, Former Vice Chancellor, University of Mumbai. The other members of the Committee included Dr. D.N. Reddy, Vice Chancellor, JNTU, Hyderabad, Dr. M.N. Bandyopadhyay, Director, NIT, Kurukshetra, Dr. S.K. Mahajan, DTE, Maharashtra, Dr. K.P. Isaac, DTE, Kerala, Prof. B.B. Ahuja, Principal, Govt. Engineering College, Pune & the Vice Chancellor, Jadhavpur University. Dr. A.K. Paliwal, Member Secretary is the Convenor.

The First & Second meetings of the Committee are scheduled for 16th & 23rd November 2009 at Mumbai. The Third meeting would be held before 6th December 2009 at New Delhi by which time the Committee is expected to submit its report.

On 14th November 2009, PALA office bearers Sri Y. Narsaiah Goud, General Secretary, Sri K.S. Chakravarthy, Treasurer and Sri Kola Raghavanand, Joint Secretary have submitted the proposals of the Federation to Dr. D.N. Reddy, VC, JNTU, Hyderabad and discussed the possible anomalies in the Prof. Goverdhan Mehta Committee Report for Polytechnic teachers. Dr. D.N. Reddy has appreciated the work done by the Federation and assured the delegation that he would recommend positively in the meetings.

Sri V.M. Rajasekharan, Secretary, South Zone, AIFPTO has contacted Dr. K.P. Isaac, DTE, Kearla and submitted the proposals of the Federation. Sri Pratap Desai Polytechnic faculty from Kolhapur is already in touch with the (three) Committee members from Maharashtra. The Polytechnic Teachers’ Association from Maharashtra is meeting Dr. S.K. Mahajan, DTE, Maharashtra today morning to discuss the issue.

Efforts are being put up vigorously to contact the other members at the earliest and convince each of them on the need for better pay scales and service conditions for Polytechnic teachers.

Meanwhile, the file relating to the Pay scales of Polytechnic teachers was sent to AICTE on 13th November 2009. The efforts of Sri K.S. Shivaramu, President, AGOTE and his team at New Delhi in getting the file cleared have to be acknowledged by one and all.

Any latest developments would be notified in the PALA website.

I came to know that who fulfils the qualifications prescribed by AICTE will get automatically get AICTE payscales along with PB4 and those who are not possessing the qualifications prescribed by AICTE will not get revised payscales of AICTE. For those people(who are not qualified) the respective state governments will implement their own scales like in UGC for degree college's(Which is the existing system in different states). The same will be adopted here in the case of degree/diploma technical institutions. Conformation is required either from AIFPTO or NCS or Shiv Ramu or any body who claims that the AICTE pay scales are implementing only because of their existence.

AICTE Pay revision : Update

The news is that AICTE committee is about to submit its recommendations to AICTE within a day or two. It will be then approved in AICTE's governing body meeting scheduled on 15 Dec 09. Then only AICTE will notified it.

Sources said that AICTE committee has accepted the recommendation of PB-IV for polytechnic faculty with some conditions regarding qualifications etc. It means those who are having prescribed qualifications will get PB-IV at par with UGC scales. However right now there is no confirmed news regarding it.

I request all the qualified teachers and those who are aquiring qualifications to see the and think about the point no. (ii) of the representation submitted by NCS. There is nodoubt the qualifications must be relaxed to the persons who are working in their exisiting positions to continue. But how far it is genuine to a leader like NCS, to ask the government to relax qualifications for promotion? Is it genuine to ask like this? Without improving our qualifications according to the norms prescribed by the AICTE, how is it possible to improve the standards of technical education in Inida? What do you mean by "senior teachers working under Juniors"? Do you mean to say that a qualified teacher should work under a nonqualified senior? (if at all if your plea is considered by the Government). Yes every body agrees that there are few opportunities to improve the qualifications under QIP to the technical teachers. For that you can represent the government to increase the number of seats or to create more opportunities to improve the qualifications of the working teachnical teachers like in UGC. This point is enough to the Government for not to issue PB-4 to the polytechnic teachers.

I think this point is just like an elction stunt given by a politician just before the elections. Are there any elections in your State unit i.e PALA executive body? But my sincere request to the teachers of polytechnic in AP, not to rely on this type of representations given by anybody. Qualifications are must to get PB-4 and that you are going to see in the notification which is expected on December 16th 2009.

UGC gives PB4+AGP 9000 to all selection grade lecturers who have completed 3 years, irrespective of qualification but engineers will have to wait for six years if they are not ME . So, an MSc will get PB4+9000 after three years of service in selection grade but a BE won't.Are our scales stillat par with UGC? If you calculate, if is even lower that what was proposed with lower AGP.Still, when everybody is satisfied, it's fine.

NOTIFICATION, S.O. ----------

New Delhi, the January 22, 2010

In exercise of it’s powers conferred under sub-section (1) of section 23 read with section 10 (i) and (v) of the All India Council for Technical Education Act, 1987 (52 of 1987) the All India Council for Technical Education makes the following Regulations:-

1.

Short Title, Application and Commencement:

1.1 These Regulations may be called the All India Council for Technical Education (Pay Scales, Service Conditions and Qualifications For The Teachers And Other Academic Staff In Technical Institutions (diploma)) Regulations, 2010.

1.2 They shall apply to technical institutions conducting technical education and such other courses / Programs and areas as notified by the Council from time to time.

1.3 They shall come into force with effect from the date of their publication in the Official Gazette.

General

(i) There shall be designations in respect of teachers in Polytechnics, namely, Lecturer, Senior Lecturer, and Head of the Department and Workshop Superintendent.

(ii) The pay of teachers and equivalent positions in Polytechnics shall be fixed according to their designations in two pay bands of Rs. 15600-39100 and Rs. 37400-67000 with appropriate "Academic Grade Pay" (AGP in short). Each Pay Band shall have different stages of Academic Grade Pay which shall ensure that teachers and other equivalent cadres covered under this Scheme, subject to other conditions of eligibility being satisfied have several opportunities for upward movement during their career.

Revised Pay Scales, Service conditions and Career Advancement Scheme for teachers and equivalent positions:

The pay structure for different categories of teachers and equivalent positions shall be as indicated below:

(a) Lecturer in Polytechnics

(i) Persons with B. Tech qualification in appropriate branch / discipline either entering the teaching profession newly or Lecturers already in service in Polytechnic Institutions shall be designated as Lecturer and shall be placed in the Pay Band of Rs. 15600-39100 with AGP of Rs. 5000 and will move to AGP of Rs. 6000 on completion of Masters in qualification in appropriate branch / discipline.

(ii) Persons with M. Tech qualification in appropriate branch / discipline either entering the teaching profession newly or Lecturers already in service in Polytechnic Institutions shall be designated as Lecturer and shall be placed in the Pay Band of Rs. 15600-39100 with AGP of Rs. 6000.

(iii) A Lecturer with completed service of 4 years, possessing Ph. D Degree in the relevant branch / discipline shall be eligible, for moving up to AGP of Rs. 7000.

(iv) A lecturer possessing Masters degree in the relevant branch / discipline as defined for technical education shall be eligible for the AGP of Rs. 7,000 after completion of 5 years service as Lecturer.

(v) Lecturers who do not have Ph.D or a Master's degree in the relevant branch / discipline of a program shall be eligible for the AGP of Rs. 6,000 only after completion of 6 years' service as Lecturer.

(vi) Lecturers who do not have Ph.D or a Master's degree in the relevant branch / discipline of a program shall be eligible for the AGP of Rs. 7,000 only after completion of 9 years' service as Lecturer.

(vii) The upward movement from AGP of Rs. 5000 to AGP of Rs. 6000 and from AGP of Rs. 6000 to Rs. 7000 for all Lecturers shall be subject to their satisfying other conditions as laid down by AICTE.

(viii) The pay of the incumbents to the posts of Lecturer (senior scale) (i.e. the pre-revised scale of Rs. 10,000-15200) shall be fixed at the appropriate stage in Pay Band of Rs.15600-39100 based on their present pay, with AGP of Rs. 7000.

(ix) Lecturers with completed service of 5 years with the AGP of Rs. 7000 shall be eligible, subject to other requirements laid down by the AICTE to move up to the AGP of Rs. 8000.

(xi) Incumbent Lecturers (Selection Grade) who have completed 3 years in the pre-revised pay scale of Rs. 12000-18300 on 1.1.2006 shall be placed in Pay Band of Rs. 37400-67000 with AGP Pay of Rs. 9000 and shall be continued to be designated as Lecturers (Selection Grade)

(xii) Incumbent Lecturers (Selection Grade) who had not completed three years in the pay scale of Rs. 12000-18300 on 1.1.2006 shall be placed at the appropriate stage in the Pay Band of Rs. 15600-39100 with AGP of Rs. 8000 till they complete 3 years of service in the grade of Lecturer (Selection Grade), and thereafter shall be placed in the higher Pay Band of Rs.37400-67000 and accordingly designated as Lecturers (Selection Grade)

(xiii) Lecturers (Selection Grade), completing 3 years of teaching with the AGP of Rs. 8000 shall be eligible, subject to other conditions, as may be prescribed by AICTE, to move to the Pay Band of Rs. 37400-67000 with AGP of Rs. 9000.

x) Posts of HOD shall be in the Pay Band of Rs. 37400-67000, with AGP of Rs.9000. Directly recruited HOD shall be placed in the Pay Band of Rs. 37400-67000 with an AGP of Rs. 9000, at the appropriate stage in the Pay Band in terms of the conditions of appointment.

(xiv) Head of the Department (HOD), completing 3 years of service in the AGP of Rs. 9000 and possessing a Ph.D. degree in the relevant discipline shall be eligible, subject to other conditions of academic performance as laid down by the AICTE, shall be placed in Rs.37400-67000 with AGP of Rs. 10000.

(xv) For initial direct recruitment at the level of Lecturers, HOD and Principal, the eligibility conditions in respect of academic and research requirements shall be as may be or have been prescribed by the AICTE, through Regulations.

(xvi) All advancements to higher grade pays in various cadres will be effected subject to completion of two AICTE approved refresher programs of not less than two weeks duration each and two one week each TEQIP sponsored programs.

Workshop Superintendent

Workshop Superintendent is treated at par with Lecturers and is to be considered for upward mobility similar to that of Lecturers.

Pay Scales of Principals in Polytechnics:

Appointments to the posts of Principal in Polytechnics shall be based on the conditions of eligibility In respect of educational qualifications and teaching/research experience laid down by AICTE from time to time, the posts of Principal shall be in the Pay Band of Rs.37400-67000 with AGP of Rs. 10,000, plus a Special Allowance of Rs. 2000 per month. All Principals in service shall be appropriately fixed in the Pay Band with the AGP of Rs. 10000 and shall be eligible for a special allowance of Rs. 2000 per month.

Pay Scales and Career Advancement Scheme for Librarians etc:

Assistant Librarian/ College Librarian:

(i) Assistant Librarian/ College Librarian in the pre-revised scale of pay of Rs. 8000-13500 shall be placed in the Pay Band of Rs.15600-39100 with AGP of Rs. 6000.

(ii) All the conditions of eligibility and academic qualifications laid down by the AICTE shall be applicable for direct recruitment of Assistant Librarian/ College Librarian.

Assistant Librarian (Sr. Scale)/ College Librarian (Sr. Scale)

(i) The posts of Assistant Librarian (Sr. Scale)/ College Librarian (Sr. Scale) in the pre-revised scale of pay of Rs. 10000-15200 shall be placed in the Pay Band of Rs. 15600-39100 with AGP of Rs.7000.

(ii) Assistant Librarian/ College Librarian possessing Ph.D. in Library Science at the entry level, after completing service of 4 years in the AGP of Rs.6000, and if otherwise eligible as per guidelines laid down by the AICTE shall be eligible for the higher AGP of Rs. 7000 with in the Pay Band of Rs. 15600-39100.

(iii) Assistant Librarian/ College Librarian not possessing Ph.D. but only M.Phil in Library Science at the entry level after completing service of 5 years in the AGP of Rs. 6000, if otherwise eligible as per guidelines laid down by the AICTE, shall become eligible for the higher AGP of Rs. 7000.

No PB-4 for lecturer who got SG on or after 2/1/2006 as per draft notification.

We have to make a mass movement to include item-[xi] of degree notification for polytechnic also

item-[xi] for degree is as under

(xi) Lecturers (Selection Grade) in service at present shall continue to be designated as Lecturer

(Selection Grade), as the case may be, until they are placed In the Pay Band of Rs. 37,400-

67000 and re-designated as Associate Professor in the manner described in (x) above.

We want provision-[xi] of degree notification for polytechnic also which is as under

1] As per item-[xi] of polytechnic notification those lecturers who are in Selection grade on 1/1/2006 and completed 3 years in Selection grade are directly placed into PB-4 with AGP of 9000..... A very clear case for those who had completed 3 years in SG as on 1/1/2006 For example Mr.xxx who got SG on or prior to 1/1/2003 will fall in this category as they will complete 3 years in SG on 1/1/2006

They will be designated as lecturer[Selection Grade] then onwards in new regime of AICTE2010

[2] Those lecturers who are having selection grade on 1/1/2006 but do not complete 3 years in SG for example Mr.yyy who got SG in between 2/1/2003 and 1/1/2006 will be placed in PB-3 with grade pay 8000 and continue untill they complete 3 years with AGP of 8000[ i.e.2/1/2006 and 1/1/2009] when they complete 3 years with AGP of 8000 or in other words when they complete 3 years in SG they will be placed into PB-4 with AGP of 8000. [ No rise of AGP to 9000 hence no need to go for training of 6 weeks]

So for those who are having SG on 1/1/2006 and not completed 3 years case is different from those who had already completed 3 years on 1/1/2006. In simple words this category of lecturers[ SG on 1/1/2006 without completion of 3 years] will get lesser AGP of 8000 instead of 9000 .... verify item no-[xii] of polytechnic notification

Now this second category will also be known as lecturer[selection grade] in new regime of AICTE2010

[3] Now move to item no-[xiii] of polytechnic lecturers.

This item no-[xiii] is applicable only to above mentioned lecturer [selection grade] described in point no.2 here

This category two lecturers as described in point no.2 above who stands with AGP of 8000 and want to move to AGP of 9000 as like as category discussed in point no.1 above has to undergone 6 weeks training to achieve 9000 grade pay

is it clear now?

Summary :-

[1] Those who had completed 3 years in SG on 1/1/2006 will be directly placed into PB-4 with AGP of 9000

[2] Those who had not completed 3 years in SG on 1/1/2006 will be treated in a following manner

[a] they will placed into PB-3 with AGP of 8000

[b] On completion of 3 years they will be placed in PB-4 with same AGP of 8000

[c] After being placed into PB-4 they have to get 6 weeks training in order to get AGP of 9000

[3] Those who are not in SG as on 1/1/2006 [ for example Mr.zzz who got his SG on or after 2/1/2006 will be fixed into PB-3 with AGP of 7000 and they are not designated as lecturer[selection grade] in new regime of AICTE2010.........hence they will never entitled for PB-4.

State govt will snach back their SG from back date because ther is no provision of SG in this new regime of AICTE2010.

Only solution is insert clause no.[xi] of degree notification in polytechnic also. So that all SG holders can be covered for PB-4.

Whoever joined after 1-1-2006 as Assistant Professor (direct recruitment)were denied the PBIV, It is a great unjustice to the new recruits after 1-1-2006. After 1-1-2006, there is no posts as Assistant Professor instead only Associate Professor. Since the 6th pay implementation is effective from 1-1-2006, so, they should be redesignated and given PBIV.

AICTE has once again proves its rudderless attitude towards the DIPLOMA EDUCATION IN ENGINEERING which could not be improved overnight by launching newly designed website or e-adminstration. It is miserably true that It had failed to understand the importance of Polytechnic Education.

While there is a reason for rejoicing for some of the Polytechnic Teachers, there remains thousands of Teachers who may not be in a position to rejoice.

THERE ARE LOTS OF ANAMOLIES IN THE DRAFT REGULATION.LOTS OF POINTS ARE MISSING , WITHOUT WHICH ANY NOTIFICITATION REMAINS INCOMPLETE.

IT APPEARS THAT SOMEBODY SETS A QUESTION PAPER WITHOUT KNOWING THE SYLLABUS OR LIKE SOMEBODY EVALUATES ANSWERSCRIPTS WITHOUT OBSERVING THE QUESTIONPAPER & AT LAST FORGET TO SIGN IN THE ANSWERSCRPITS ---AS IT IS A SERVICE WITHOUT ANY HONOURARIUM.

IS THERE ANY EXERCISE TO ADDRESS THE ISSUE WHERE PREVIOUS RECOMMENDATIONS WERE NOT BEING IMPLEMENTED AT ALL ?

DOES IT FORGOT ITS OWN RECOMMENDED STAFF-STRUCTURE?

WHAT ABOUT ITS OWN CLARIFICATIONS REGARDING THE ANAMOLIES OF THE PREVIOUS RECOMMENDATIONS ?

IF THEY ARE TRYING TO FORGET THOSE , IT IS OUR DUTY TO REMIND THEM. THIS TIME WE ARE NOT UNORGANISED . WE NEED A WELL ORGANISED MOVEMENT TO MODIFY THE ATTITUDE OF AICTE FIRST.

IT TOOK ALMOST MORE THAN A YEAR TO PUBLISH THE DRAFT REGULATION. WILL IT TOOK ANOTHER TWO-THREE YEARS TO PUBLISH THE CLARIFICATION LIKE PREVIOUS RECOMMENDATIONS ?

WHETHERE THESE RECOMENDATIONS COULD ANY WAY BE HELPFUL TO THOSE WHO JOINED DURING OR AFTER 1992-1996 ..............................................

ALL THESE QUESTIONS ARE VERY MUCH RELEVANT AT THESE MOMENTS .

All the polytechnic faculties are requested to kindly post analytical & objective views, especially those where AICTE PAY SCALE are yet to be implemented . Kindly post precise views keeping in mind about the previous recommendations and corrosponding clarifications issued thereof by AICTE time to time.

Is the statement made by Smt. D. Purandeswari, Hon’ble MOS HRD in the Lok Sabha on 16th December 2008 is enough to achieve PB4 after completing the same teaching services (12/13/14 years) by all the lecturers and the statement is as follows

It is to be ensured that under the Revised Scheme; Lecturers shall be placed in the Pay Band of Rs. 15600 -39100 entering at the AGP of Rs. 6000. A teacher with a PhD degree can move from the post of Lecturer to Lecturer (Selection Grade) in Pay Band of Rs. 37400 – 67000 with AGP of Rs. 9000 after completion of 12 years of service, spending 4 years at the AGP of Rs.6000, 5 years at the AGP of Rs. 7000 and 3 years at the AGP of Rs.8000. Teachers with M. Tech./ M. Phil and those with a post graduate degree in a professional course entering as Lecturer is eligible for the benefit after 13 years of service. Those with neither Ph.D. nor M. Tech./ M. Phil etc. shall be eligible for the same after 14 years of service. The same shall be applicable for Library and Physical Education personnel also.

According to the AICTE Draft Notification lecturers (selection grade) who have completed three years in the pay-scale of 12000-18300, will be placed in PB-IV. But in different states the lecturers in selection grade is getting pay-scale other than 12000-18300. Hence who has completed three years in selection grade, but not in 12000-18300 will not be placed in PB-IV. Hence a correction in the draft notification point No. (xi) should be made such that the lecturer (selection grade) in any scale should be placed in PB-IV after completing three years.

I am really happy to see that in Revised AICTE Notification for Polytechnic collage, an AGP of Rs 6000 have been proposed for librarian and PTI, which is really good for this category (librarian and PTI) because few years back in some STATEs the librarian and PTI were in TGT grade (1400-2300) where as Lecturers were in 2350(2200+150(two advance increments))-4000.

Now in revised AICTE Notification Lecturers were placed in AGP of Rs 5000 with a qualification of B Tech/BE (which could be from IIT/NIT). Where as Librarian are placed with AGP of 6000 with a qualification of BLIS. As we Know many of lecturers in polytechnic Collage are BE/B Tech from BITS/NIT/IIT/Reputed university, so at least they deserves grade pay equal to Librarian that is Rs 6000 other vise it very humiliating to Engineering cadre and create a grate disappointment in this cadre.

One more thing I want state that in most of govt polytechnic collage almost 35-40 % posts of teaching cadre are laying vacant, recruitment process is very lengthy it tooks almost two years after advertisements, due to lot of un employmency hundreds of application are deposited for few vacancy of lecturers out of these hundreds few are selected by PSC but during the time these persons are also selected for some other posts also, which are more attractive as such even after these recruitments polytechnics are still vacant and now if the govt will not protect the AGP of young Lecturers the drain of these Lecturers from Polytechnic Collage will be continue and this will not be good in the interest of polytechnic students. As such Polytechnic collage will become transit camp for young facilities so govt should do some thing to retain them by giving respectable salary.

Be united.let the notification be released at the earliest so that implemention phase may be started by respective state govts. Dear friends:

As per the statements of Chairman AICTE(Actg) and Member Secretary given to us are

(i) the process of notification in the Central Gazette has a prescribed procedure to be followed. eg Hindi Translation,Legal Vetting,Finance Vetting etc. Only then, the notification is finally sent to the Dept of Publication to be printed in the Gazette of India.

(ii) The above mentioned process has been started on the 3rd March'2010 9after its approval by the Ec of AICTE on the 26th Feb'2010)

(iii) As per the Chairman and Member Secretary, the final notification shall be published through the Gazette Extraordinary in less than 10 days starting from today ie 8th March'2010.

(iv) The Chairman was visibily very annoyed by the constant flow of faxes and mails urging to immediately release the notification AFTER rectification of the anomalies.

(v) He confirmed that AGP of Rs.5000/- has been increased to Rs.5400/-

Friends, the above is almost verbatin, as communicated by the Chairman AICTE (Actg).I leave it to my esteemed colleagues to interpret the the above details themselves.

My personal reading, without any prejudice, of the details as given by the AICTE are as follws:

1. The notification has been finalised by the AICTE and process of publishing in the Gazette has been initiated.

2. The notification for publishing may take another 3 to 5 days to reach Dept of Publication.

3. Subsequently the Dept of Publication may take 3 to 5 days for publishing in the Gazette Extraordinay.

4. Please note that the present Chairman Actg (AICTE) has very recently joined AICTE. While he is an extremly nice and intelligent person , but may not be fully aware of the administrative procedures like publishing in the gazette, getting the notification approved by the EC etc. We should appreciate this fact.

The points as stated above are purely a self analysis of the persons who met the AICTE Chairman and the Member secretary today and I am in position to guarantee the time line as stated by me. However, I am almost sure about the time line given by me THIS TIME, but please do not hold me responsible if the same is not adhered to

1. a lecturer who is in degree side having B.E. only can not be designeted as assistant professor with agp of rs 6000.

2. a lecturer who is in polytechnic side having M.E./M.Sc./M.Com. must be designeted as assistant professor (can not be designeted lecturer) with agp of rs 6000.

I have done BSc(CS), MSc(IT), MTech(IT) and working as Lecturer in Kanpur Institute of Technology from last 3 years and now I promoted to Sr. Lecturer. My college has implemented 6th pay commission six moths before and as per 6th pay commission, there are only three designation exists Asst Professor, Associate Professor and Professor and the eligibility for Assistant Professor is BTech and MTech is given but no clarification given for the qualification MSc and MTech. I found a letter (F.No. RID/RTI/2010-11/1/2010) in which there is given that MSc and MTech person is eligible for the post of Lecturer. But My college management is not agree with the clarification given in this letter. They are saying that according to VI pay commission there is no post as Lecturer and they have used word "Lecturer" in that. And also the clarification letter no, given in that is also of year 2003. Please give the clarification in 2010 for VI pay as the clarification given in that letter is 2003 according to V pay. Please send me the documents regarding this, as I am facing that problem, all of my juniors is now promoted to A.P. and if now it would not be clarified, Many faculties facing this same problem may be terminated from their institution.

So I Request to AICTE that remove this fog/smoke from our degrees on that we have invested a lot. I will be highly obiliged to you.

Sir ,I would like to ask whether the govt. of U.P. will give AICTE 6th pay scales to polytechnic teacher in U.P. or not.At present there is simply repluica of 5th pay scales to 6th pay scales as per state govt. employees.While in each cader of education( whether it may be, basic education, Intermediate education or highewr education) upgradation is done in 6th pay scales as comkpaired to 5th pay scales at least one scale above.So polytechnic teacher are being frustated.For their enthu. and motivation the AICTE scales should also be implimented to polytechnic teacher in U.p.

Dear Friend,

Could some one clarify the status as per sixth pay commission norms of a faculty who took up the position of Assistant Professor in 2007 in a college affiliated to West Bengal University of Technology in the scale of Pay 12000-18300. At the time of joining the candidate already had Ph.D. degree from a premier research institute with an aggregate score in master's greater than 55% (UGC norms) along with NET clearance. The college subsequently got AICTE approval in the year 2010, when the faculty was already teaching there. Could someone clarify the appropriate designation of the faculty as per 6th pay commision norms.

AICTE norms earlier were incorporated every staff working in engg colleges (principal,professor,lecture,supporting technical staff and others etc)in its very first prescribed norms and standards way back in 1976 and 1986 but it has deleted/neglected some portions in 1996 and 2006 pay commisions which resulted technical staff of karnataka to approach Hon'ble court which disposed the case in favour of tech staff and directed to incorporate them and extend all the facilties on par with teaching staff in 2008 but still aicte is sleeping when they will honour the judiciary and act

In the year Feb.1993 I got payscale 1400-2300 for the post of Library Assistant as per AICTE Norms. And In the year 1998 I promoted on the post of Assistant Librarian with pay scale 1600-2900 as per AICTE Norms. Since I am working still as on same post. And yet not got any promotion. Meanwhile we got 6 th pay scale and my basic consider on 9300-13500. But I want the promotion with higher scale but management still not favour. So what can i do. Please suggest in this matter.
